He has been the co-founder and organiser of the New Zealand Social Entrepreneur Fellowship, and a trustee of the Social Innovation Investment Group. Hutchinson has been one of the pioneers in community-based action for jobs in New Zealand, especially in establishing programmes for the support and education of unemployed people. He was a founder of the Taranaki Work Trust, the Skills of Enterprise Business Courses, the Jobs Research Trust, The Jobs Letter, and the New Zealand Mayors Taskforce for Jobs. As an adviser, Hutchinson has helped with the establishment of enterprise and economic development units at a local authority level, and the creation of government employment agencies and programmes.
